Description There has been public outcry in South Africa about poor performance of municipalities. That many municipalities are not living up to expectations is confirmed research. Currently, the Department of Governance and Traditional affairs (CoGTA) has developed a Local Government Turnaround Strategy (the LGTAS, 2009) in an attempt to address areas that are riddled with poor performance. A workable theoretical framework is required in municipalities to help bring about change initiatives and reinforce intended change in organisational aspects as captured in the LGTAS (2009). A model for achieving effective organisational change is proposed as the basis for municipal administrative functions and reinforcement of the turnaround strategy.
