Description Two of the challenges facing South Africa are crime and victimisation. This article explores the effectiveness of governmental bodies in the whole-of-government approach to ensure accountability and oversight over safety and security. Significantly, the article highlights the prevalence of weaknesses in the decentralisation of safety and security powers and responsibilities. Recommendations are offered to help improve and bridge these gaps.
