Description Manpower planning in South Africa. The state, the successes and the issues surrounding manpower in South Africa are discussed. A sample of 15 3 enterprises including inter alia state enterprises and government institutions was drawn. Only three parameters were studied, viz. production branch, size of the enterprise and area (region). It was striking to note the very prominent role played by personnel departments with regard to manpower issues. Manpower planning is more prominent in larger enterprises, while the attitude of top management was the single decisive factor with regard to the successful implementation of manpower planning.
